The purpose of this program is to authorize the operation of two vehicle configurations at certain Canadian weight limits between the Canadian border at Calais to the Domtar Mill in Baileyville; from the Canadian border at Madawaska to the Fraser Paper facility; and from the Canadian border at Van Buren to the rail yard in Van Buren. All for-hire motor carriers transporting property or passengers and motor private carriers transporting property who are required to register with the United States Department of Transportation (USDOT), as well as brokers, freight forwarders, and leasing companies are subject to the UCRA. Entities subject to UCRA are required to register annually and pay UCR fees at the time of registration. The annual registration year for UCR runs from January to December.

In October 2013 the International Registration Plan (IRP) was amended by ballot to include the provisions of the Full Reciprocity Plan (FRP) to be effective January 1, 2015. The amended Plan will allow full reciprocity for all apportioned vehicles in all IRP member jurisdictions; eliminate all current IRP estimated distance provisions; and make IRP more efficient, equitable, and flexible for its member jurisdictions and registrants.
