In October 2013 the International Registration Plan (IRP) was amended by ballot to include the provisions of the Full Reciprocity Plan (FRP) to be effective January 1, 2015. The amended Plan will allow full reciprocity for all apportioned vehicles in all IRP member jurisdictions; eliminate all current IRP estimated distance provisions; and make IRP more efficient, equitable, and flexible for its member jurisdictions and registrants.
When the FRP is fully implemented IRP cab cards will show all member jurisdictions, eliminating the need for registrants to:

When do I need a commercial plate?

The Secretary of State may not register any motor vehicle for rent, lease, hire or livery and a person may not operate a motor vehicle on any public way in Maine until the owner or owners of that vehicle procure insurance or bond covering the operation of that vehicle by:

As of March 8, 2006:
Vehicles that are not over 74 feet in overall length, with semitrailers between 48 and 53 feet long, may now be operated on all highways in Maine.

This office is responsible for the International Registration Plan (IRP); Fuel Tax Licensing and Reporting, including the International Fuel Tax Agreement (IFTA); For-Hire Insurance; and Unified Carrier Registration (UCR); and the issuance of Overlimit Permits. This office is also responsible for certain Motor Carrier Safety Programs.
