This includes activities occurring at Navy and Coast Guard pierside locations; port transit channels, bays, harbors, inshore waterways, and civilian ports; during transits between homeports and operating areas; and on the high seas. This action is subject to review for consistency with the enforceable policies of Maine Coastal Program under 15 CFR 930, subpart C.
