The State of Maine requires licenses for professionals in manufactured housing. These professions include:
- Installers, or any person engaged for compensation in the affixing or assembling or setting up manufactured housing on foundations or supports at a building site. Installers only install modular homes.
- Mechanics, or any person engaged in servicing or installing manufactured housing, includes the connection to existing electrical, oil burner, gas, water, sewage and similar systems and is not a regular employee of a manufacturer or a dealer. Mechanics install HUD homes.
- Dealers, or any person engaged in the retail selling or offering for sale, brokering or distribution of manufactured homes.
- Manufacturers, or any person engaged in manufacturing or producing manufactured housing and then selling it to a dealer.
- Developer Dealer, or any person who purchases state-certified manufactured housing from a licensed manufacturer or dealer for placement on property owned by the developer dealer, and who offers the manufactured housing for sale to the initial purchaser of the manufactured housing. The developer dealer may not install such manufactured housing but may contract with the manufacturer or dealer for the installation of such manufactured housing.
Application renewals are due for all manufactured housing professionals annually on June 30.
All license applications and renewals are conducted through the Regulatory Licensing and Permitting Portal. Licenses are delivered digitally via email only. Apply or Renew License
- Application Materials
Required information and documentation for professional license applications include:
- Evidence of passing the Qualifying Exam
- A State of Maine Sales Tax Number, which can be obtained through the Maine Revenue Services
- Proof of products/completed operations liability insurance for at least $300,000 for Installers, Mechanics, and Dealer Developers, and at least $1,000,000 for Dealers and Manufacturers
- Where required, proof of workers' compensation insurance; liability policy and workers' compensation insurance must include mandatory notice of cancellation to the Manufactured Housing Program
- $100 license fee and completed Credit Card Authorization form (PDF)
- If the applicant is an individual, payment of the $21 criminal background check fee, payable to "Treasurer, State of Maine"
- If the applicant is not an individual, a certificate of good standing from the Secretary of State where the applicant is registered
- If the applicant is a foreign entity, documentation of registration with the Maine Secretary of State's Corporations-Businesses Services; contact at (207) 624-7752 for existing entities and (207) 624-7740 for new entities
- If the applicant is an out-of-state entity, a duly executed power of attorney appointing the Executive Director as its agent for service of process in this State;
Manufacturers have additional requirements, including:
- If the applicant will be manufacturing state certified modular homes, the manufacturer's authorized inspection agency's compliance assurance documents.
- For initial licensure as a manufacturer, the applicant shall submit their installation manual to be maintained on file. Subsequent change in the installation manual shall be submitted with the application for license renewal.
Note for applicants: A HUD Manufactured Housing Installation License is equivalent to meeting the required experience portion of the application for obtaining a License for Dealers, Installers, and Mechanics.
- Renewal Materials
Licenses for the above listed manufactured housing professionals in the state of Maine must be renewed annually by June 30. A late fee of $50 is assessed for licenses renewed after the June 30 license expiration date. Applicants submitting more than 90 days after the June 30 license expiration date are required to reapply.
To renew Manufactured Housing Installer licenses for the state of Maine, submit:
- $100 Annual Renewal Fee and completed Credit Card Authorization form (PDF)
- Completion of criminal conviction question by indicating yes or no, and submission of documentation that lists date(s) and crime(s) and submit a copy of the court judgment(s)
- If your answer is "Yes" you cannot file your renewal application electronically. You must mail the completed renewal application and the necessary fees along with a copy of the court judgment. You must also submit a letter listing the date of the conviction, the crime committed, and explaining the circumstances surrounding the conviction.
MHP must verify that you have met all the conditions for renewal before your license is renewed. Online submission of your renewal application should not be construed as automatic renewal of your license.
