Below are the answers to some of the Manufactured Housing Program's most frequently asked questions, divided by category. 

Manufactured Housing Community FAQs

Does the Manufactured Housing Program have jurisdiction on the landlord/tenant statue for Manufactured Housing Communities?  

No. The Manufactured Housing Program does not have statutory authority to handle landlord/tenant issues in Manufactured Housing Communities. Contact the Maine Office of the Attorney General.

Does my community need a license?

Communities requiring a license are defined as Manufactured Housing Communities in the Manufactured Housing Act, Title 10, Chapter 951 § 9081. 

How do I receive approval to build a new or expand an existing community?

Details on license requirements can be found in the Manufactured Housing Rules, Chapter 12. Applications are available online. You can also contact our office for an application by calling (207) 287-6622.  

What should I do if I sell/transfer my community?

Community licenses are not transferable. You should notify MHP of the sale and advise the new owner regarding the requirement for a new license. The new owner will have to submit a new license application. or call the office at (207) 287-6622.

What are MHP’s requirements for health and safety issues (sewer, water, electrical, fuel storage, etc.)?

Community licensing standards are found in the Manufactured Housing Rules, Ch. 14. 

What water tests do I have to do?

Water testing depends on the type of water system(s) in your community. See Manufactured Housing Rules, Ch. 13.

I need to test the water in my community, where can I purchase a water test kit?

Contact the Maine Public Health Laboratory or go to the Maine Centers for Disease Control and Protection Drinking Water Program website to order water test kits online or for further information regarding other laboratories certified for water testing.

What should I do if I get an unsatisfactory result on a water test?

If your system is a private water system, contact the Maine Office of Community Affairs at (207) 287-6622.

What do I do if I have a problem with sewage on the ground or a backed up main drain?

Contact the Plumbing Inspector for your municipality. The Plumbing Inspector (in some jurisdictions, this is the Code Enforcement Officer) has the direct authority to handle all wastewater violations.

How can my community be approved for a “Seniors Only” community?

MHP does not have jurisdiction over community classifications. In order to classify your community as a “Seniors Only” community, contact the Maine Human Rights Commission

Manufactured Housing License FAQs

Can I get my Manufactured Housing License before taking the initial qualifying education training class?

All applicants for licensure (with the exception of Manufactured Housing Communities) must obtain initial training, including, but not limited to, the servicing and installation of manufactured housing. Applicants for initial licensure must complete the training and pass the exam before MHP approves the application for licensure. There is no fee for training. How do I obtain the required sales tax number?

Contact Maine Revenue Services.

Is proof of insurance required when applying for a license?

Yes, you will need to provide a copy of your Certificate of Liability Insurance and Workers Compensation Insurance when necessary.

How do I change my address and other information on my license?

Visit the licensing portal and select “Update Contact Information."

How do I obtain a Workers’ Compensation Waiver?

Contact the Workers' Compensation Board.

How do I purchase warranty seals?

An application for the specific type of warranty seals must be completed and forwarded to our office at helen.m.tutwiler@maine.gov for processing. The form is available on our Warranty Seals webpage.

Is my application confidential?

No. With the exception of your social security number, all application information is public. Contact information provided to the MHP is posted on our website.

I cannot find my license. Will you send me a replacement?

Visit the licensing portal and select “Request a Copy of My License.” 

Consumer and Resident FAQs

What do I do if I have a problem with my new manufactured home?

Submit a written complaint against the licensee/licensees with a detailed description of your complaint giving as many specifics as you can, including photographs. You can also visit the File a Complaint webpage to file an official complaint with the Manufactured Housing Program.

I am buying a new manufactured home soon. Can I ask for a State Inspection before I move in?

No, you should contact a home inspection company.

When I purchased my manufactured home, the contract I signed with the dealer included landscaping, a driveway and a foundation.  I don’t think these items were completed correctly.  Can the Manufactured Housing Program help me?

No. The Manufactured Housing Program staff has jurisdiction to resolve problems within the envelope of a manufactured home. MHP does not have jurisdiction to resolve contractual issues.

My home is 5+ years old and I am having problems with a leaky roof and windows. Can you help me?

No. Maine has a one-year statutory warranty on manufactured homes. This home would fall outside of that warranty period. Contact the manufacturer of your home for assistance.

Does my new manufactured home come with a warranty?

Yes, all new manufactured homes come with a one-year warranty for substantial defects in workmanship and materials within the envelope of the home. Note that warranty law does not include contractual issues.
