State Fiscal Year (SFY) 2024 Rate Letters and Cost of Living Adjustments (COLAs) for Nursing Facilities (NF) and Residential Care Facilities (RCFs, PNMI Appendix C)
SFY24 Rate Letters for providers of Section 67, NFs and Section 97, Appendix C, RCFs will be posted on the secure Health PAS Online Portal by July 31, 2023. Rates are effective as of July 1, 2023.
Providers may bill for the new rates provided on their July 1, 2023, rate letters on or after the implementation dates noted below:
- NF rates will be implemented for billing on August 2, 2023
- RCF rates will be implemented for billing on August 9, 2023
As we shared earlier this month, SFY24 rates include COLA, in alignment with Maine P.L. 2021, Ch. 639. The COLA which affects rates for eligible services under NFs and RCFs is equal to an increase of 4.69% above the currently established rate(s). This percentage increase is based on the United States Department of Labor, Bureau of Labor Statistics Consumer Price Index for nursing homes and adult day care services as required under Maine P.L. 2017, Ch. 460 (see 33 MRSA §1708, sub-§3, F for NFs).
RCFs will continue to receive High MaineCare Utilization Payments, pursuant to P.L. 2023, Ch. 412.
