MaineCare Advisory Committee (MAC)

The MaineCare Advisory Committee (MAC) is a federally mandated committee to ensure that MaineCare is an effective and efficient program informed by the diverse experiences of beneficiaries, their caretakers, and other interested parties. The MAC includes provider representatives, member representatives, and additional parties who seek to maximize the impact MaineCare provides to its members. It is open to the public and there are several sub-committees of the MAC.

Beneficiary Advisory Council (BAC)

The Beneficiary Advisory Council (BAC) is a federally mandated council (Centers for Medicare and Medicaid Final Rule 24442-F, §431.12, Ensuring Access to Medicaid Services). The BAC is a group of people who have experience with MaineCare, including current or former members, their families, and paid or unpaid caregivers. The council helps guide improvements to MaineCare services by sharing ideas and experiences. The BAC works to ensure that member voices are heard and that everyone has better access to care. Some of the BAC members are also serving on the MAC so that there is consistent communication and coordination between the two groups. 

Rate Reform Expert Technical Advisory Panel (TAP)

The Rate Reform Expert Technical Advisory Panel (TAP) was established with the adoption of Rate Reform (RR) law (MRS Title 22, §3173-J.) These nonpartisan panelists are experts in their fields of economy, labor, finance, and health data. Their role is to advise and inform the Department on rate determination schedules or other actions related to rate assumptions, payment models and other related technical matters. Meetings are open to the public and announced through Mainecare’s provider e-messages.

Drug Utilization Review

The purpose of the Drug Utilization Review (DUR) Committee is to provide advice to the OMS on prescription drug utilization with the goal of assuring that prescriptions are appropriate, medically necessary, and not likely to result in adverse results. The DUR Committee is created in compliance with OBRA 90 as amended (Title XIX, Section 1927).
