Section 98, Therapeutic Foster Care (TFC), Final Draft Rates and Summary of Comments with Department Response

In June of 2023, the Office of MaineCare Services (OMS) initiated a rate determination process for Section 97, Appendix D, specific to TFC services. OMS together with the Office of Child and Family Services (OCFS) then hosted a public forum on December 6, 2023, to present draft rate models and methodologies to interested parties and allowed for public comment. Interested parties were able to submit written comments through January 10, 2024.   

The final draft rates and a summary of comments are available on the MaineCare Rate System Reform webpage. The comment summary includes the Department’s responses, with an explanation of whether and how feedback was incorporated into the final draft rates. MaineCare reviewed and took into consideration all public input received, and we thank all those who contributed.  

The Department will implement the final draft rates when the new MaineCare Benefits Manual rule for TFC and Therapeutic Intensive Homes becomes effective. The Department tentatively plans to propose this rule in the fall.
