Section 67, Nursing Facility (NF) Services - Final Draft Rates and Methodologies Comment Summary

An updated summary of all comments resulting from both the March and October 2024 forums is available on the MaineCare Rate System Reform webpage. The comment summary includes the Department’s responses, with an explanation of whether and how feedback was incorporated into the final draft rates. MaineCare reviewed and took into consideration all public input received. We thank all those who contributed.  

Background 

• In January of 2023, the Office of MaineCare Services (The Department) initiated a rate determination for Section 67, NFs.  

• The Department in conjunction with Guidehouse Inc (Guidehouse), kicked this work off publicly in February of 2023.   

• Between March and June of 2023, Guidehouse, held several rate workgroup meetings with interested parties to obtain feedback.  

• Then, on March 7 and 8, 2024, the Department and Guidehouse held a two-part public forum to present the recommended draft rates and methodology to interested parties and allowed for public and written comments.  

• An additional public forum was held on October 23, 2024, to present revisions to the originally proposed rates. Revisions included updating the data used from the 2022 MaineCare cost reports, to more recent 2023 cost reports, as well as updates to the transition plan. Revisions to the rates and transition plan were based on feedback from interested parties and funding appropriated by the Legislature.  

• Written comments were accepted on newly proposed changes through October 30, 2024.
