Section 65, Mobile Crisis Intervention Response Services – Final Draft Rate Model Presented Materials, Comment Summary with Department Response, and Final Draft Rates
On July 15, 2025, the Office of MaineCare Services (OMS) with our vendor presented revisions to the previously proposed community-based Mobile Crisis Intervention Response service rates and model. The presented materials (PDF) and recording are available on the Rate System Reform webpage.
The final draft rate model (PDF), utilization reconciliation example (XLS) with guidance (PDF), and a summary of all comments (PDF) are also available on the MaineCare Rate System Reform webpage. The comment summary includes the Department’s responses, with an explanation of whether and how we incorporated feedback into the final draft rates. The rates for this new service model will now move through the policy adoption process.
Background
- OMS initiated a rate determination for crisis services, under MaineCare Benefits Manual, Section 65, Behavioral Health Services in the Spring of 2022, prior to the adoption of *Rate Reform law.
- In February of 2023, MaineCare with its vendor held a public forum to present a draft redesigned, team-based, mobile crisis response service model along with the rationale. Our vendor collected data from behavioral health providers via a survey tool and conducted interviews with current crisis providers. We used this data and feedback to develop the reimbursement methodology and corresponding rates to support the new service model.
- On January 11, 2024, we held a second public forum to present the draft service and rate models along with rationale. Interested parties were able to provide public comments. We accepted written comments through February 9, 2024.
