Primary Care Plus (PCPlus) Model Advancement Meeting - Presented Materials

PCPlus is MaineCare’s value-based primary care model that gives practices greater flexibility to meet the needs of MaineCare members by moving away from traditional fee-for-service payment and toward population-based payments tied to quality, cost, and utilization outcomes. MaineCare is currently building upon this foundation and aims to improve how primary care services are paid and delivered.

On March 25, 2026, MaineCare held a virtual public meeting to provide an update on service model planning work for the next phase of the PCPlus program.

At this meeting, we introduced key model components for the future state of PCPlus, outlined next steps regarding program and rate development and gathered feedback from interested parties. There will be additional opportunities throughout the Rate Determination process to provide feedback and comments.

The presented materials, and meeting recording have been posted online to our Rate System Reform webpage
