Home and Community Based Supports (HCBS) Sections 18, 20, 21 and 29, and New Lifespan Waiver: Draft Rate Public Review and Comment

Public Review & Comment

On April 14, 2025, the Department is hosting a public forum with our vendor, Burns and Associates (HMA-Burns), to present the recommended draft rates and rate models in addition to rationale for Sections 18, 20, 21, 29, and the new Lifespan waiver.

Interested parties will have the opportunity to provide public comment. Following the presentation, the draft rates and models will be available online, and HMA-Burns will accept written comments.

We will respond to the comments in writing and include an explanation of whether and how the feedback was incorporated into the final rate determination.

As providers and other interested parties, your feedback is important. We encourage you to participate and submit comments.

For questions on the rate determination process, please contact Jennifer Morse, MaineCare’s Rate Reform Project Lead.

Background

  • In September of 2023, the Department provided notice that it initiated a Rate Determination process* for Sections 18, 20, 21, and 29, and the new Lifespan Waiver service.
  • We kicked off this process with providers on September 15, 2023.
  • In December of 2023, the Department’s vendor Burns & Associates, (HMA-Burns) conducted a survey for Sections 18, 20, 21 and 29 to gather data on current service delivery models and expenses. This survey data was used in addition to other national data, as part of the rate determination process for the existing sections and to create draft rate models for the new Lifespan Waiver service.
