Attention Section 97, Appendix D Children’s Residential Care Facility Providers - Supplemental Payment Information 

Per PL 2022, ch. 635, Sec. A-17, An Act To Make Supplemental Appropriations and Allocations for the Expenditures of State Government, General Fund and Other Funds and To Change Certain Provisions of the Law Necessary to the Proper Operations of State Government for the Fiscal Years Ending June 30, 2022 and June 30, 2023, this week the Department will be issuing one-time supplemental payments to Children’s Residential Care Facility providers under Section 97, Appendix D.  

The following codes identify the services eligible for these payments:

Payments to providers will be proportional to any reduction in utilization across these four codes between calendar years 2019 and 2021. 

The budget provided appropriations for a two-part payment, comprised of $3.3 million in fiscal year 2022, which will be paid out on June 29, 2022, and $5.8 million in fiscal year 2023, on a date to be determined at a later time, in coordination with an amendment the Department must submit to the Centers for Medicare & Medicaid Services.  

The Department of Health and Human Services will make these one-time payments automatically, without an application or registration process. The June 29, 2022 payments will be included as part of this week’s payment cycle and will be indicated as an “OTHER” payment on the Summary page of the paper remittance advice (RA) and as an invoice number beginning with “PNMD” on the 835.  

The one-time payments shall be used for provision of the specified MaineCare services within Section 97, Appendix D. They should be used to stabilize and expand capacity that was reduced due to the COVID-19 pandemic and its indirect effects. The payments will not be cost settled.
