Attention Section 67, Nursing Facilities (NFs): Draft Rate Methodology Public Review and Comment

As part of the Department’s reimbursement reform efforts, MaineCare initiated a rate determination in June of last year, for Section 67, Nursing Facilities and Section 97, Appendix C, Residential Care Facilities. Please see Commissioner Lambrew’s blog entry posted earlier today for more information on this important initiative. 

Between March and June of 2023, the Department and its vendor held several virtual meetings with a stakeholder workgroup. The feedback obtained from the workgroup, in addition to other state and national data, were used to inform our understanding and approach to developing a new draft rate methodology. We outlined this process during our kick-off meeting with providers on February 1, 2023. This message outlines the next steps in the process for NF rates. Note that Section 97, Appendix C Residential Care Facility rates will be addressed at a later meeting. 

PUBLIC REVIEW AND COMMENT  

On March 7 and 8, MaineCare will hold a two-part virtual public meeting to present recommended draft rate methodologies specific to Nursing Facilities, along with rationale. Different components of the methodology will be presented at each meeting, so interested stakeholders should plan to attend both. After the forums, the presentations and video recordings will be posted online, and the Department’s vendor will accept written comments until March 25, 2024. The Department will then respond in writing to comments with an explanation of whether and how the feedback was incorporated into the final rate determination.   

As providers and interested stakeholders, your feedback is important. We encourage you to participate in these meetings as we discuss the draft recommendations and collect feedback on these important changes.
