Attention Nursing Facilities and Residential Care Facilities – Rate Letters for State Fiscal Year 2023
Rate letters for providers in Section 67 and Section 97, Appendix C will be delayed. Rate letters will be sent out no later than September 1, 2022. Rates listed on those letters will be retroactive to July 1, 2022.
Per Section AAAA-5 of the biennial budget, 2021 P.L. Ch. 398, MaineCare is adjusting direct care rates for providers in Section 67 and Section 97, Appendix C and increasing cost reimbursement caps as necessary to enable providers to cover labor costs for essential support workers of at least 125% of the minimum wage.
This delay, decided upon in collaboration with the Maine Health Care Association, is due to the effort required for the Department to collect additional wage data beyond what is available in facilities’ cost reports to determine what rate increase, if any, is required for each facility to cover labor costs at 125% of minimum wage.

Supplemental Payment Information for Sections 2, 67, and 97 Appendix C Providers
Pursuant to PL 2022, ch. 635, Sec. A-17, An Act To Make Supplemental Appropriations and Allocations for the Expenditures of State Government, General Fund and Other Funds and To Change Certain Provisions of the Law Necessary to the Proper Operations of State Government for the Fiscal Years Ending June 30, 2022 and June 30, 2023, the Department of Health and Human Services will be issuing $25 million in state and federal funds in supplemental COVID-19 payments in August 2022 to in-state Nursing Facilities (NFs), PNMI Appendix Cs (Residential Care Facilities, or RCFs), and Adult Family Care Homes (AFCHs).
Facilities that were operational and serving clients as of June 1, 2022 will receive this COVID-19 supplemental payment. The Department will issue payments to all facilities in single lump sum amounts in August.
