Dear MaineCare members and interested parties,
Last week, Congress passed H.R.1 and on Friday, July 4, 2025, the President signed this bill into law. This law has big implications for Medicaid programs across the country, including for MaineCare, Maine’s Medicaid program.
There are no resulting changes to the kinds of services MaineCare covers.
What will change?
-
Who is eligible for MaineCare
-
What people have to do to apply for or keep MaineCare
-
How often people will need to show they are still eligible
When will these changes happen?
The earliest changes will start in the Fall of 2026.
What should I do now?
People who need MaineCare should continue to apply. MaineCare members should continue to fill their prescription medications, and schedule and go to healthcare appointments and any programs they participate in through MaineCare.
MaineCare and the Office for Family Independence (OFI) will communicate directly to members and work with partner organizations to help with outreach in advance of implementing any of the changes outlined above. We will continue to send out updates to members and our partners as we have more details about specific changes and timelines.
Please make sure your contact information is correct. The Office for Family Independence (OFI) must have your current contact information, including address, mobile phone, and email to ensure you get important notices, texts, and emails.
If you moved or changed your contact information and have not updated it with OFI, please contact us to provide your current mailing address, phone number, and email. You can find the contact information below.
Will I still be able to see my doctor and get my medications?
Yes. MaineCare members should continue to schedule and go to healthcare appointments and other MaineCare-covered services and fill their prescriptions.
What are the changes to family planning services?
Congress voted to no longer allow Medicaid funds to go to certain providers. In Maine, these providers are Planned Parenthood of Northern New England and Maine Family Planning.
These providers offer cancer screenings, basic primary care services, family planning services, reproductive healthcare, and more services that MaineCare covered under Medicaid before this law went into effect. These providers are continuing to see MaineCare members and are not making changes in the near term.
If you plan to visit one of these providers, please feel free to call them with any questions. Your providers are committed to finding a solution and will be able to address your questions most accurately.

If you are a patient of Planned Parenthood of Northern New England, you can call them at 1-866-476-1321.
What about changes to coverage for certain people without citizenship?
The new law will stop MaineCare for some people without citizenship starting in the Fall of 2026. One thing we already know is that children and pregnant people will still have coverage. We are still looking into what this will mean for new Mainers who are non-pregnant adults. We will be in touch when we have more detail; well before these changes take place.
