Pine Tree Landfill Minor Revision Application for Leachate Transfer System Upgrades

The project area is located adjacent to the closed Pine Tree Landfill in Hampden which is owned and operated by New England Waste Services of Maine, Inc., a subsidiary of Casella Waste Systems. The proposal includes relocating the existing leachate loading rack, constructing a leachate unloading area, and rerouting site leachate piping to improve the efficiency of leachate loading and unloading operations. The proposed transfer system will be sized such that leachate from the Juniper Ridge Landfill could be delivered to the Pine Tree Landfill by tanker truck and unloaded into an on-site leachate storage tank. The upgrades will also allow leachate from the existing leachate tank to be more easily transferred into tanker trucks when off-site disposal of leachate is necessary. Existing piping from the tank allows leachate to be conveyed directly through the Town of Hermon’s sewer piping for transport and subsequent treatment at the City of Bangor’s wastewater treatment plant. The City of Bangor’s wastewater treatment plant is currently licensed to treat landfill leachate from the Pine Tree Landfill.

Note: This is not an application for construction of a PFAS treatment system. An application for a PFAS treatment system is expected to be submitted to the Department in late 2026 or early 2027.

The application was received by the Department on October 5, 2026 and is currently under initial review to determine completeness; the Department has until October 27, 2026 to complete its initial review. Once the application is accepted as complete for processing, links to the application materials will be provided here.
