Certification in Inspection and Maintenance of Stormwater BMPs
The post-construction inspection of stormwater Best Management Practices (BMPs) is critical to assessing whether stormwater systems are functioning properly or if they are in need of maintenance or other corrections. This certification is recommended for anyone who is performing 5-year re-certification inspections at DEP-permitted developments under Maine Stormwater Management Law Chapter 500 and those conducting post-construction inspections within a municipality regulated under the Maine’s Municipal Separate Storm Sewer Systems (“MS4”). Municipalities that are regulated under the Maine’s MS4 program require that the person who conducts post-construction inspections of Stormwater Best Management Practices (BMPs) at the facilities in their municipality be qualified as a Post-Construction Stormwater Inspector.

How to Become Certified
Certification requirements
To become certified, individuals must demonstrate both experience and competency in the inspection and maintenance of post-construction stormwater BMPs.

College degree in environmental or civil engineering, AND be a professional engineer with experience designing, evaluating, or inspecting stormwater management facilities |

College Degree in an environmental science, civil engineering, or comparable related field with at least 3 years of experience designing, installing, evaluating, or inspecting stormwater management facilities |

A high school diploma or a college degree in a field unrelated to qualifications listed in #1 or #2 above with at least 3 years of experience designing, installing, evaluating, or inspecting stormwater management facilities |

Exam requirement
Applicants must demonstrate the understanding of the design and performance requirements of stormwater management BMPs as specified by permit standards, Maine Stormwater Management Law (Chapter 500), MS4 program requirements and in the Maine's Stormwater BMP Manual with the successful completion of an online DEP exam on inspecting and maintaining stormwater BMPs.
Note: successful completion of the exam requires a score greater than 80% (60 correct answers out of 75). The applicant may request a new exam provided that at least 15 days has passed.
We encourage applicants to use study materials and resources while taking the test; however, it is important to review the background materials provided below prior to taking the exam. Individuals to be certified must be understand Stormwater Best Management Practices Manual and be familiar with the requirements of both DEP's Chapter 500 and MS4 Permit.
Note: Regulated MS4 municipalities may be more restrictive in their requirements.
