Maine Construction General Permit (MCGP)

The Land Bureau has developed an online licensing system which is applicable for all Land Licenses except Mining and Hydropower. Access the licensing system MELS Hub.

NOTE: The DEP recently issued a new Maine Construction General Permit (MCGP). Please see this slide deck (pdf) that provides an overview of the permit. Introduction

This general permit describes permit coverage and limitations, definitions, requirements, procedures, performance standards, and standard conditions.

Note: Construction activity may also require approval pursuant to other laws such as the Natural Resources Protection Act, Site Law, Stormwater Management Law, or other laws depending upon the location, type, and size of the activity.

  • See also the Waste Discharge Program Page.
  • The NOI is deemed approved 14 calendar days after the Department receives the NOI, unless the Department approves the NOI or finds the NOI deficient prior to that date. Applicable MCGP standards must be followed for all construction activities performed under approved NOIs. Noncompliance with MCGP standards may result in enforcement action.
