Minor Source

Minor Sources of air emissions are regulated under Chapter 115 of the Department's Regulations. Minor sources include facilities with Potential to Emit less than the following:

• 50 tons per year of VOC for facilities located within the Ozone Transport Region
• 10 tons per year of single Hazardous Air Pollutant
• 25 tons per year of all Hazardous Air Pollutants combined
• 100 tons per year of any other regulated pollutant

Mineral Processing Application Materials

The following application materials are specific to the mineral processing industry and may be used by any facility wishing to obtain a standard Chapter 115 license for rock crushers, asphalt plants, and concrete batch plants. Minor Source Minor Revision Application

For a Minor Revision, the application submission shall consist of a letter requesting the Minor Revision with the reason for the request, and any relevant information such as description of the revision and any emission calculations. the signatory sheet signed by a responsible official shall be included in the submittal.

Synthetic Minor

Sources with the potential to emit air pollutants greater than major source thresholds are required to take federally enforceable emission limitations and/or operation caps in order to be exempt from major source (Title V) licensing requirements.

BACT Analysis

Applications for new sources and minor and major modifications to existing sources require a Best Available Control Technology (BACT) analysis. A BACT analysis is a top-down analysis reviewed on a case-by-case basis taking into account energy, envirionmental, and economic impacts.
