Seboomook Unit - Management Plan
The Seboomook Unit Management Plan was adopted in March 2007. The plan guides management activities by the Bureau on approximately 50,000 acres of public lands in Somerset and Piscataquis Counties. These include the Seboomook and Canada Falls Unit (Pittston Academy Grant, Soldiertown Twp, Plymouth Twp, Seboomook Twp, and Little W Twp); the St. Johns Ponds (T4R17 WELS); Baker Lake (T7R17 WELS); and Big Spencer Mountain (TR14 WELS and T2R13 WELS). Plan Update and Review
The Bureau has completed the second Five-Year Review of the 2007 Seboomook Region Management Plan covering the period from 2013 through 2017, and is also reported on the outcome of the first Five-Year Review covering the period 2008 through 2012, which was never formally concluded. The Integrated Resource Policy (IRP) requires that the Bureau, at five year intervals, report to the Advisory Committee on accomplishments and changing conditions that may warrant amendments to the plan.
The Five-Year Review is prepared in a table format. The table is provided in Appendix B of the Final Report, linked as a PDF below under Management Plan Review Documents. It:
- Lists plan recommendations (left column), and
- Actions taken (right column) to implement each recommendation, and
- Identifies, from the Bureau's perspective, any new issues or circumstances that were not addressed in the plan that may warrant Committee discussion or action (at end of table).
The Five-Year Review table was sent to Advisory Committee members on March 30, 2018.
The Bureau identified one new issue that would require a Plan amendment, and about which we sought Advisory Committee member comments prior to taking action. This involved revision of the Dominant Resource Allocations on the Seboomook parcel to correspond with Biological Deer Wintering Areas (BDWAs) and a Lynx Habitat Management Area (HMA) designated by the Department of Inland Fisheries and Wildlife in the past few years. These areas, where wildlife habitat goals take management precedence, affect a majority of the Seboomook lands. Details on this proposed change were provided at the end of the 5-year Review Table. No written comments from committee members were received; one member commented via a phone call in support of the proposed revisions.
Bureau staff subsequently developed a draft Plan amendment that would make the proposed changes in the Resource Allocations official. On April 26, 2018, the committee was sent the draft Plan amendment and summary and informed of a public meeting at which the amendment would be presented for comment from the general public. Section 2 of the Final Report contains the Plan amendment.
The public meeting was held in Greenville on May 17, 2018. The meeting agenda and sign-in sheet are provided in Appendix D of the Final Report. The attendees gave verbal comments in support of the Plan amendments; there were no comments in opposition to the Plan amendment. Comments were accepted for two weeks following the public meeting; no comments were received.
With the approval of the DACF Commissioner, the Plan amendments were adopted on August 20, 2018.
