On May 24, 2024, President Biden awarded Cumberland and York Counties a Public Assistance Disaster Declaration for the windstorm and flooding events between April 3-5, 2024. This declaration provides eligible funding for emergency work and the repair or replacement of eligible public infrastructure disaster-damaged facilities. The Applicant Briefing was held virtually on May 30, 2024. The link to this briefing is posted below. All eligible applicants wishing to apply for Public Assistance for this disaster must file a Request for Public Assistance via the FEMA Grants Portal by June 23, 2024. This grant is only for State and local governments, Tribes and certain non-profits conducting critical services.

Deadlines
- Request for Public Assistance: 30 days from date designated a disaster area+
- Identify Damages: 60 days from Recovery Scoping Meeting with FEMA
- Complete Emergency Work: 6 months from the declaration date*
- Complete Permanent Work: 18 months from the declaration date*
+FEMA may extend the deadline for submitting an RPA if the Recipient submits a request in writing with justification based on extenuating circumstances beyond the Applicant’s or Recipient’s control.
*Time extensions may be granted upon request. The Recipient can approve an extension up to 30 months. After 30 months requires FEMA approval. Time extensions must be submitted in a written request to the Recipient with the following information:
- Documentation substantiating delays beyond its control;
- A detailed justification for the delay;
- Status of the work; and
- The project timeline with the projected completion date.
