MEMA currently coordinates non-disaster grants to communities under two broad programs:
Emergency Management and Homeland Security:
Homeland Security Grant Program(HSGP) and Emergency Management Performance Grant (EMPG). (Department of Homeland Security/Federal Emergency Management Agency)

Hazard Mitigation
- Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) available annually; and
- Hazard Mitigation Grant Program (HMGP), available only after a federally declared disaster.
Pre-Disaster Mitigation and Hazard Mitigation grants are Federal Emergency Management Agency (FEMA) grant programs, and require 25% local matching funds.
