Nonprofit Security Grant Program

The Nonprofit Security Grant Program (NSGP) is a competitive grant program appropriated annually through the Department of Homeland Security (DHS) and administered by the Federal Emergency Management Agency (FEMA). It is intended to help nonprofit organizations increase their physical security posture against acts of terrorism or other extremist attacks. MEMA administers Nonprofit Security Grants in Maine.

FY2024 NSGP Supplemental Guidance

On October 28th the Department of Homeland Security and FEMA released the Notice of Funding Opportunity (NOFO) for the National Security Supplemental (Israel Security Supplemental Appropriations Act, 2024).

The application period will be open in Maine from November 15, 2024 through December 31, 2024.

Application Instructions

Review the NOFO for information about eligibility, funding priorities, and application evaluation criteria. Use the MEMA Grant Portal to submit your application. Each subrecipient agency must create a unique login to access the MEMA Grant Portal. This login will provide access to all grant program portals going forward, so if you have already created one in the past please log in as a returning user. Please note:

  • When creating an agency profile in the portal, the provided email must match the login email.
  • Your Unique Entity Identifier (UEI) is not the same as your Employer Identification Number (EIN).
  • All required documents must be uploaded through the MEMA Grant Portal in order to complete the application process.

Checklist

  1. Complete the FY2024 NSGP Supplemental Investment Justification Template. (REQUIRED)

  2. Complete a Vulnerability/Risk Assessment. (REQUIRED)

    • A vulnerability assessment is used to identify and validate physical security deficiencies of your organization and is the foundation of an NSGP application. Vulnerability assessments can be provided in the form of a Cybersecurity and Infrastructure Security Agency (CISA) Self-Assessment, a state or local law enforcement assessment, or an outside contractor’s assessment. Each applicant must include its vulnerability/risk assessment unique to each site. This file should be submitted in pdf format, however there is no specific form/format requirement for the Vulnerability/Risk Assessment itself. 

  3.  Provide a Mission Statement at time of application. (REQUIRED)

    • Each applicant must include its Mission Statement and any mission implementing policies or practices that may elevate the organization’s risk.

  4. Provide a completed State of Maine W-9 and Vendor Authorization Form or the Organization's State of Maine Vendor Code at time of application and submit proof of your employer identification number (EIN).
