Upon the completion of an RFP process, in July of 2021, RREV secured the evaluation services of ICF, a national research and evaluation firm. The purpose of the contract was to obtain a variety of evaluative services in order to assess the implementation and impact of RREV in establishing a culture of innovation in Maine. Below are the many reports and documents produced by ICF over the life of the RREV grant.
The ICF team assisted the RREV team with a variety of evaluation and reporting services. Some of these services were required as part of the original request in the RFP while other services were offered for the purpose of better sharing this innovative grant project. In our first award round, we were able to provide 9 schools with pilot funding. These nine schools implemented the first phase of their pilot during the 2021-22 school year. ICF's evaluation of the RREV project during this first year was primarily built around the experiences of these nine pilots. By the start of the 2022-23 school year, we had 32 active pilots. Some of the pilots were just getting started while others were in their second year of implementation. During the 2023-24 school year we had 42 active pilots in various stages of implementation. With each successive year, the ICF reporting included the experiences of more and more schools attempting innovative pilots with RREV funding.

Each year of the RREV Grant, the Maine DOE RREV team was required to complete annual reporting documentation to the Federal Government regarding the implementation of the RREV project and the yearly outcomes. Each year, a report was submitted by the ICF team as part of our federal grant reporting.
