Notice of MaineCare Reimbursement Methodology Change
AGENCY: Department of Health and Human Services, Office of MaineCare Services
SERVICES INCLUDED: Chapter 101, MaineCare Benefits Manual, January 1 Cost-of-Living Adjustments
NATURE OF PROPOSED CHANGES: The Department plans to submit a state plan amendment to increase reimbursement for the Sections listed below. These January 1 increases are in accordance with a cost-of-living adjustment (COLA) that will equal up to 2.54% above the rates currently in effect and are pursuant to 22 MRSA Section 3173-J and as directed by Maine P.L. 2021, ch. 398, Part AAAA to ensure that the labor components of rates for these services continue to equal at least 125% of Maine minimum wage.

Additionally, Section 96 - Private Duty Nursing and Personal Care Services caps will also be increased proportional to the amount increase provided for COLAs to ensure continued access to medically necessary services.
REASON FOR PROPOSED CHANGES: All changes are pursuant to 22 MRSA Section 3173-J and 22 MRSA Section 7402.
ESTIMATE OF ANY EXPECTED INCREASE OR DECREASE IN ANNUAL AGGREGATE EXPENDITURES: The Department anticipates that this change will be cost $11,718,853 in federal fiscal year 2024 which includes $7,675,653 in federal funds and $4,043,200 in state funds, and will cost $15,901,154 in federal fiscal year 2025 which includes $10,285,894 in federal funds and $5,615,260 in state funds for.
