Fiscal Year 2024 Flood Mitigation Assistance (FMA)
General information
FMA is a national competition grant program available to State Agencies, Local Government, Federally Recognized Tribes, and Territories to eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities
Eligible Project Types:
1)Capability and Capacity Building Activities including:
a. Mitigation Plans
b. Project Scoping
c. Other Capability and Capacity Building Activities, such as:
i. Partnership Development for eligible mitigation activities
ii. Enhancing Floodplain Management
iii. SRL/RL Strategy Development
iv. Substantial Damage Procedures
v. Other activities under 42 U.S.C. § 4104c(c)(3)(G))
2) Localized Flood Risk Reduction Projects that address community flood risk for reducing NFIP flood claim payments; phased projects are eligible
3) Individual Flood Mitigation Measures that mitigate the risk of flooding to individual NFIP-insured structures.
Available Funding:
- Capability and Capacity Building Activities: $60 million dollars
- Localized Flood Risk Reduction Projects: $420 million dollars
- Individualized Flood Mitigation Projects: $120 million dollars

Application Deadline:
Application deadline to Apply to the State Hazard Mitigation Officer is 5:00pm July 6, 2026 for review and submission to FEMA by August 6, 2026.

Individuals, businesses, and nonprofit organizations are not eligible to apply for FMA funds as a subapplicant; however, an eligible subapplicant may apply for funding on behalf of an ineligible subapplicant. Please let me know if you would like more information on how to apply on behalf of an ineligible subapplicant.
1. All eligible subapplicants are required to participate in and adopt a Local Hazard Mitigation Plan and/or Tribal Mitigation Plan. This includes special districts.
2. All eligible subapplicants must participate in NFIP and not be withdrawn, on probation, or suspended. NFIP community status can be verified via the Community Status Book.
3. Structures eligible for Individual Flood Mitigation Projects must have an NFIP policy (including a Group Flood Insurance Policy) in effect prior to the opening of the application period and the policy must be maintained throughout the life of the structure.
4. Localized Flood Risk Reduction projects must be in an NFIP participating community and demonstrate reduction to the NFIP by benefitting specific NFIP-insured structures.
