Appendix K to Maine’s Home and Community-Based Services 1915(c) waivers provides the state certain flexibilities in waiver program operations during an emergency. Maine’s Appendix K and amendments may be found here.

Rounding Rule Changes Effective January 1, 2023
On May 29, 2022, MaineCare adopted changes to the rounding rule in Chapter I, Section 1.03-8(J), effective January 1, 2023. MaineCare provided a delayed effective date to give providers time to make necessary system changes and has not further extended the effective date.
Electronic Visit Verification (EVV) Trainings and Forums
The federal deadline to implement the EVV requirements for Home Health providers delivering services under Section 40 and Hospice providers delivering services under Section 43 happened January 1, 2023.
With these EVV deadlines quickly approaching, we continue to offer weekly provider and aggregator trainings and forums. All trainings and forums are online via Microsoft Teams.
Update on January 1, 2023, Rate Study Increases
The Maine Department of Health and Human Services (DHHS) is in the process of implementing rate studies for Sections 2, 13, 17, 26, 28, 65, and 92. Once implemented, these rate increases will be effective as of January 1, 2023. The Department has posted State Plan methodology notices detailing the rate changes for Sections 13, 17, 26, 28, 65, and 92 on our State Plan Methodology page. If a code for a service is not listed on these notices, there is no rate change for that code.

The Division of Policy posts all proposed and recently adopted rules on MaineCare’s Policy and Rules webpage. This website keeps the proposed rules on file until they are finalized and until the Secretary of State website is updated to reflect the changes.
