Maine Law Enforcement Liaison Program
Law Enforcement Liaisons (LEL’s) are your Agency partners to facilitate the services between the Maine Bureau of Highway Safety (BHS) and the Law Enforcement community to focus on reducing crashes of all types leading to increased positive driving behaviors across our State.
Because our State is diverse in population, roadway types, vehicle traffic numbers, and Police Agency size, the way that Law Enforcement deploys countermeasures focused on highway safety may look different within the four corners of Maine. Because our LEL’s have over 60 years of combined Law Enforcement experience, we can meet with any Agency to discuss what grant funded programs and tools BHS has available to aid in their traffic enforcement plans.
Many communities report ongoing speeding vehicle problems to their Law Enforcement professionals. BHS has an inventory of speed trailers that may be helpful in collecting data about vehicle traffic patterns including speeds that can assist in deploying resources to address such problems.
Each year the Bureau of Highway Safety is proud to distribute federal grant funds to Maine Law Enforcement to focus on Impaired Driving, Occupant Protection, Distracted Driving, Speed, Civilian Phlebotomy, and Drug Recognition Expert training. LEL’s can discuss how to apply for these grants and connect them with a Highway Safety Coordinator (HSC) to assist in that application process.
One of the most valuable tools LEL’s have is our information sharing network of best practices in highway safety around our State. LEL’s routinely attend Maine Chief of Police district meetings, the AAA Impaired Driving Summit, NHTSA regional training, and National training seminars.

Speed Trailer Sites
The Maine Bureau of Highway Safety has purchased 17 variable message board/speed trailers for Maine Law Enforcement use. These trailers can collect speed data to assist with grant applications but also have a variable message board feature. The message board can be a static message or warning of a hazard ahead or it can be programmed to change with the speed of the oncoming vehicle. The operators of these trailers can provide a detailed report of the data collected. These trailers are housed by the agencies listed below but are available for loan if you need assistance. Please contact the agency directly to check on availability.
