10-144 C.M.R. Chapter 301 - Supplemental Nutrition Assistance Program (SNAP) Rules; Sections 111-7 and 999-1; SNAP Rule #228 - FRA 2023

The purpose of this rule is to amend the Able-Bodied Adult Without Dependents (ABAWD) work requirements in Section 111-7 pursuant to the Fiscal Responsibility Act of 2023 (FRA) and consistent with 7 U.S.C. 2015 (6)(o)(2)-(3). The proposed rule, consistent with the FRA, increases the age of those subject to ABAWD time limits to age 52 on September 1, 2023, age 54 on October 1, 2023, and to age 56 on October 1, 2024.

​​MaineCare Issuing Second Hospital Value-Based Purchasing (VBP) Supplemental Payments​​

MaineCare recently implemented its new VBP supplemental sub-pool payments, totaling $600,000, which the Department will distribute each year to eligible hospitals based on performance on one or more quality measures. This sub-pool helps align incentives across the health care system to drive desired outcomes. The 2022 and 2023 distribution of these funds will focus on primary care access among MaineCare members within designated Hospital Service Areas (HSAs).   

MaineCare implements new rate reforms supported by current services budget

While the Legislature considers budget proposals for future MaineCare reforms, the Department of Health and Human Services (DHHS) Office of MaineCare Services continues its implementation of payment rates already developed under the landmark law (P.L. 2022, Ch. 639 (PDF)). Specifically, the Office of MaineCare Services implemented reformed payment for Federally Qualified Health Centers effective March 1 and will implement an array of cost-of-living adjustments effective July 1.
