1.1 Administration of the Manual

NOTE: This manual is intended to provide general guidance with respect to practices and procedures which have developed with respect to civil services rules, collective bargaining agreements, and statutes governing employment matters for Maine State Government Employees. This manual, or any of its provisions, is not intended to constitute a contract between the State of Maine and any of it’s employees. No part of this manual shall be deemed to create a contractual or other legal right. It should not be construed as precedent in any matter relating to employment matters. These policies and procedures shall not be interpreted as promises of specific treatment. Ultimately, the legal rights of employees are those which are created in law, Civil Service Rules, and the various bargaining agreements. This manual is not intended to expand or diminish those rights.
