Phone Service Providers

This section is for Local Exchange Carriers (LECs), Competitive Local Exchange Carriers (CLECs), Wireless Carriers, Wireless Pre-Paid and VoIP doing business in Maine to understand their responsibilities in collecting and submitting surcharge revenue and interfacing with the 9-1-1 system.

Network

Carrier Interface

Consolidated Communications, the 9-1-1 service provider, interfaces with each CLEC and LEC at their Point of Connection. Service providers must provide a minimum of two redundant trunks using CCS/SS7 where available. Diverse routes are to be used when possible.

CLECs with Access Service Requests should contact their Consolidated Communications account representative. Carriers should also notify the Bureau of their intent.

Reporting Network Outages

Incumbent LECs and facilities-based CLECs operating in Maine are requested to comply with the following procedures in notifying the Bureau and the Consolidated Communications 9-1-1 Response Center of planned and unplanned outages impacting a telephone customer's ability to access 9-1-1.
