Maine Marine Oil Spill Contingency Plan
In 1991 the Maine State Legislature passed Chapter 454, An Act to Improve Marine Oil Spill Prevention, Planning, and Response. Amongst other requirements, the act required Maine DEP to establish a marine oil spill contingency plan. These requirements were further refined by 1991 Chapter 698, An Act to Amend the State’s Oil Spill Prevention and Response Provisions.
The contingency plan spells out the roles of the various state agencies, responsible parties, and regional, Federal and International partners; identifies resources available to respond to oil spills, including equipment, personnel, staging and disposal facilities, as well as resources to rehabilitate wildlife; guidelines for decision making and application of response strategies; and identification of sensitive areas and resources, with management strategies to protect them. The plan and its components are reviewed on a regular basis, with major changes posted for public review and comment via the State’s public review process.
