Captioning, Auto Description and CART Services

The purpose of these master agreements is to provide effective communication for recorded and live events and audiovisual materials. Agencies may request services directly from any selected Provider holding a Master Agreement or may elect to request competitive quotes from more than one selected Provider holding a Master Agreement, at the agency’s discretion.

The State requires services for Effective Communication in its programs, activities, and employment. Communication in audiovisual materials will be made accessible through provision of captioning and audio description. State agencies may require these services as part of the original production of the audiovisual materials or may require the services for legacy documents. Communication at live events, such as in-person meetings or remote-participation webinars, will be made accessible through provision of CART by a captioner, as distinguished from fully-automated captions.

The types of services requested are (A.) captioning and audio description of audiovisual materials, and (B.) real-time transcription of in-person or virtual events (CART).
