NECEC Transmission LLC
On December 18, 2025, the Natural Resources Council of Maine, Maine Audubon, the Appalachian Mountain Club, and Trout Unlimited jointly filed with the Board a timely appeal of the November 18, 2025, licensing decision of the Commissioner issued to NECEC Transmission LLC. That licensing decision approved with conditions NECEC Transmission LLC’s application for Condition Compliance with NECEC Transmission LLC’s Site Location of Development and Natural Resources Protection Act permit for the New England Clean Energy Connect transmission project. The appeal is pending before the Board. Inquiries regarding the appeal (including requests from members of the public who wish to be directly notified of Board meetings and decisions in this matter) may be directed to Board Executive Analyst William F. Pursuant to Chapter 2, Section 23(G), “The record for appeals decided by the Board is the administrative record and evidence relied upon by Department staff in its review of the application, any supplemental evidence admitted by the Chair, and additional evidence obtained from a hearing of the appeal, if such a hearing is held.” The Board does not accept written public comment on appeals.

Maine Lobster and Processing LLC Appeal
On February 5 and 8, 2026, Spruce Head Fishermen’s Co-op and Robert and Rick Corazzini, respectively, separately filed with the Board timely appeals of the January 8, 2026, licensing decision of the Commissioner of the Department of Environmental Protection issued to Maine Lobster and Processing, LLC. That licensing decision approved with conditions the Licensee’s Natural Resources Protection Act for the expansion of an existing pier and wharf system on Spruce Head Island in South Thomaston. Spruce Head Fishermen’s Co-op requested that the Board hold a hearing on their appeal.
