Step 1: Access BELLS for Applications and Information
All license and permit applications are now submitted online through the Bureau's Enterprise Liquor Licensing System (BELLS). BELLS provides all the tools you need to apply for, renew, or manage your licenses.

Step 2: Complete Your Application in BELLS
For On-Premise Licenses (Bars, Restaurants, Hotels, Etc.):
Your application must be approved by the municipality where your business will be located (or the county for unorganized townships). BELLS automatically forwards the application to your municipality via e-mail and you may have additional steps to take with your municipal office.
If a public hearing is required by the municipality or county, 28-A M.R.S. §653(1)(B) requires you to cover the cost of advertising the hearing. Notices must appear in a local or weekly newspaper for three consecutive days before the hearing date.
For Retail or Off-Premise Licenses:
Municipal or county approval is not required. However, if your business is in an unorganized township, you must pay the $10.00 county application fee; the county will indicate receipt of the fee and approval through BELLS.
Step 3: Application Review and Approval
Once your completed application and payment are submitted in BELLS, the Division will begin the review process. This may include:
- A background check of the applicant.
- An inspection of the proposed premises, scheduled with an official from the Division.
- During the inspection, the following will be reviewed:
- Designated areas for liquor sales and/or consumption.
- Other required licenses for your business type.
- Necessary equipment for your license type.
Oversight and Compliance
After licensing, the Division will monitor licensed premises for compliance with Maine liquor laws. This includes unannounced inspections.
Violations may result in warnings, fines, suspension, or revocation. Licensees will have an opportunity to address violations through a consent decree or court proceedings.
