Welcome to the Cumberland District Public Health Council

The Cumberland District Public Health Council (CDPHC) was founded in 2006 and is a representative, district-wide body formed in partnership with the Maine Center for Disease Control and Prevention (Maine CDC) to engage in collaborative planning and decision-making for the delivery of the ten Essential Public Health Services in the Cumberland Public Health District, which covers all of Cumberland County, Maine.

Mission

The Council’s mission is to promote the health of all our communities by providing information, coordination, collaboration and advocacy.

Vision

The Council’s vision is that communities in the Cumberland District are among the healthiest in the state.

The Cumberland District Public Health Council mobilizes working partnerships to combine efforts and resources within the District to produce results that no one community, organization, or sector could achieve effectively or efficiently alone. Over the years, CDPHC has held Individual meetings and special events with nearly every town in the district; reviewed local and state public health statutes; distributed health education materials to each town; piloted contracted public health services with select towns; developed District Public Health Improvement Plans (DPHIP); participated in the Maine Shared Community Health Needs Assessment and the State Coordinating Council; and supported local public health initiatives through in-kind and monetary contributions.

CDPHC is a vibrant, broad-based, public health network. Regular, bi-monthly meetings of the full Council, bring together a wide range of public health stakeholders, and are open to the public and interested parties.

In collaboration with District partners and the Maine Center for Disease Control, the Council creates and updates a District Public Health Improvement Plan (DPHIP). The plan identifies the Cumberland District’s public health priorities in order to create a multi-year plan of objectives, strategies, and outcomes for district action. The DPHIP also informs partners of the district work and is used to inform the State Health Improvement Plan (SHIP).

Executive Committee:

An Executive Committee guides the work of the Council. Technical assistance and administrative support is provided by the Maine Center for Disease Control. The City of Portland serves as fiscal agent for the Council.

Get Involved with the Cumberland District Public Health Council (CDPHC)

The Cumberland District Public Health Council is one of eight geographic, and one Tribal, District Coordinating Councils for Public Health in Maine. The Council's responsibilities include:

  • Identifying District public health issues and coordinating public health activities in the District;
  • Providing public health services in our communities;
  • Addressing health disparities to meet the specific public health needs of our District;
  • Convening non-traditional public health partners;
  • Advising public health policy and allocation of funding; and,
  • Preparing and maintaining the public health system for public health accreditation.

The Council is made up of (elected) Council members representing public health sectors that are identified in the Council's bylaws and interested persons within the District. Please join us for one of our Council meetings to learn more about the work we do. While interested persons are not eligible to vote on Council business, they are invited to participate.

Ad-hoc working groups and committees may be formed to carry out the work and priorities identified by the Council.
