The Division of Liquor Licensing and Enforcement conduct licensing and enforcement activities for Maine's beverage alcohol industry. The Division takes its responsibility seriously relative to the enforcement of Maine's liquor laws. Prohibiting the sales to and the consumption by minors of beverage alcohol is a major focus.

COA Licenseing, Brand and Label Registration: This online service allows out of state manufacturers of malt liquor and wine (Certificate of Approval licensees) to:
- File a new application to become licensed as a Certificate of Approval in Maine and complete other licensing requirements as noted below for a renewal of a license
- Renew a COA license
- Renew or add new brands and register the subsequent product labels of the brand(s)
- Assign territories for new brand(s) to licensed Maine wholesalers as part of the brand and label registration process
- Submit a Price Posting of your brand(s)
Please note: The brand and label registration is available at any time to manage your products, but the renewal of your COA license only needs to be completed when your license is up for renewal which can be no more than 60 days prior to your expiration date.
This service also allows COA licensees to manage their brands and labels throughout the year as changes occur with the COA’s portfolio. This service does not include any registration of your brand’s bottle deposit information with the Maine Department of Environmental Protection (DEP). Use DEP’s Beverage Container Label Registration and Licensing Portal for this purpose.
